This paper examines the role of inland waterways in freight transportation development, particularly in Europe and Italy. Through the analysis of the legal and regulatory framework, we underlie the relevance of river basins and their authorities either for the environmental safeguard or for socioeconomic development. Coherently with this view, we argue that the river basins should be considered and managed in an integrated manner as a “systemic regions”, with inland waterways being tangible assets useful to redefine the territorial image as well as supporting integrated plans of actions at a river basin level. For the matter of that, we report two Italian cases studies: the Tiber basin and Liri-Garigliano and Volturno basin, both of which are nationally relevant and belong to the Tyrrhenian Sea.
