The paper presents the 7 step-model, a framework for the development of a strategic approach that seeks to ensure that quality VET exists to support the development of a competent workforce. It fosters the development of evidence-informed VET policies and pursues to ensure a strong link between the education and training system and the labour market. The model has proven to be an effective methodology that can be used by a wide range of stakeholders to achieve a variety of education or employment objectives. It offers, in particular, a common and consistent approach that is, at the same time, flexible and adaptable to the different national VET systems.
