The assessment of Electromagnetic Field exposure levels is particularly critical in the case of modern cellular systems since the complexity of the signal to be measured and the high variability of the network operating conditions. As for Long Term Evolution (LTE) cellular networks, proper decoder-based measurement techniques have been proposed trying to warrant a good trade-off between the time needed for making the EMF measurements and an adequate margin of safety concerning the comparison with the applicable limits for human exposure. These methods also known as Extrapolation Techniques have been designed for making worst-case estimations of human exposure and exploit the supposed constancy of the levels related to some reference signals independently on traffic and on the duty cycle of the Base Station during their normal operating. This paper is aimed at analyzing the repeatability of these techniques through a large experimental campaign involving three mobile operators and two frequency bands. The achieved results prove how in some cases the observed variability can be comparable or even larger than typical uncertainty components of the measurement chain.
