The electromagnetic field scattered by a homogeneous object of arbitrary shape is expanded in modes independent of its permittivity. This set of modes is obtained from an generalized eigenvalue problem, based on a volume integral operator. Within this modal basis the expansion coefficients of the scattered field are simple rational functions of the permittivity of the scatterer. This fact substantially simplifies the design of the permittivity of an object for tailoring the scattered field in a prescribed way.
