The contribution takes into account aspects that often involve the theme of the structures health care compared to the hospital system evaluation. By reading some of the protagonists of the health system, 'privileged witnesses' of the care area identify the quality indicators of the structures and operators, and identifies a link in relation to welfare policies and new needs of citizens' health.
