A multi-frame, multiple-input, multiple-output radar detection problem is considered here. Different waveform design strategies are inspected for both fixed-sample size and sequential test. The unified treatment of the two cases is a direct consequence of the divergence-based merit function used in the optimization process. It is proved that no strategy is uniformly optimal, and that the diversity order is limited by the available energy budget.
