The external relation of public services that have always been managed by local authorities, shows the form of fixed management but it isn’t a “ defensive “ one because it is determined both by normative reasons and by the search for improving the quality of the offered services. The study analyses a series of expected interventions financed by the Region Lazio in order to retrain and revive wide areas that had known in the last decade, a difficult socio-economic condition> the intervention plan has foreseen different kinds of action, among them a spin-off and a cooperative , over-municipal management of urban solid waste collection service together with a social welfare program to engage unemployed workers. The success of such choices can be estimated by results obtained in the six years of activity considering both the occupational data and the territory that is served
