The study aims to define a model of local educational development that is both sustainable and inclusive, capable of generating economic return while enhancing, from a perspective of territorial regeneration, the resources that underpin the area’s developmental potential. The project outlines an action-research pathway designed to support the educational and sociocultural growth of a small community through the revitalization of its environmental heritage. The study begins by constructing a conceptual interpretative framework centered on local development policies, strategies, and territorial marketing. Then, it focuses on a specific territorial context, the Liri basin, with the aim of highlighting the material and immaterial forms of interaction present in the area and identifying its strengths, weaknesses, critical issues and opportunities. The overarching goal is to define an operational framework in which environmental, tourism-related, economic and educational interventions collectively contribute to territorial enhancement, maintaining the river system as the central axis of the strategy and ensuring a balance between conservation and valorization. Once the theoretical and operational foundations have been established, the final part of the project develops a theoretical model for local action, the Liri Waters District, conceived as a governance tool that promotes networked participation in territorial development processes. After verifying the relationships among the proposed actions across different analytical levels, the conclusions, supported by interviews with key local stakeholders, offer an evaluative assessment based on specific indicators of territorial development.
