The paper analyses the concept of good administration, which aims to ensure that results are achieved while maintaining high standards of efficiency and effectiveness. In the post-pandemic context, the introduction of PNRR and the effects of d.l.76/2020 and 77/2021 (and its conversion law) have established a complex organisational model for implementing the programme, but it allows for the identification of specific administrative actions and concrete objectives to be achieved within a specified time. In this way the tension towards these results represents a legal constraint that arises from the law and with which the administration is called to confront itself. The introduction of this principle in the New Code for Public Contracts has helped to ensure that the resources made available to the PA are used wisely and optimally, while guaranteeing the PA its inherent discretion.
