In this paper it is studied an aspect of the lottery in Rome in the eighteenth century, in particular the relationship between the game and the welfare policies of the Holy See. The lottery and charity were two distinct phenomena, but in reality they were deeply united. This bond represented legitimized the "vice" and allowed the exploitation by the Holy See, which could use the flow of money so collected to support the structure and funding of important public welfare schemes.
