Track-Before-Detect (TBD) is a major technique to increase the average energy on a target, with as small as possible an impact on the surveillance performance of a radar system. In this paper the non- Bayesian approach to TBD application in radar systems, developed in [1] with reference to a single target, is extended to the case that multiple targets may enter the coverage area. After adapting the signal model to the new scenario, a bounded-complexity algorithm is developed and its efficiency in target detection and tracking is assessed.
