Recently, energy planning has become one of the planning tools even if it is strongly influenced by urban constraints (i.e. architectural, archaeological, landscape) as well as technological constrains (low development of Renewable Energy Sources, RES, in cities). Furthermore, a complete and efficient sustainable planning and development should be based on the evaluation of the energetic characteristics of the urban areas under investigation such as urban density and energy consumption, energy performance of the building-plant system, integration of renewable energy and the diffusion of high efficiency technologies (i.e. cogeneration, district heating) in urban contest. In addition, the urban development planning needs of a methodology aimed to constantly update the energetic features of the area, simulate the impact of the new distributed generation technologies, and adapt the energy strategies and policies on the architectural evolution landscape. This paper describes the development of a urban planning support model, applying the Geographical Information Database System (GIS DB) and based on: i) existence of planning permission in order to be allowed to build on land, or change the use of land or buildings; ii) identification of residential buildings energy consumptions. iii) integration of renewable energy sources; iv) limitation of environmental impact. To validate the proposed of GIS DB model the Frosinone Italian province is selected as a case study. In particular this is an area particularly interesting for the morphology, the poor energetic performance of buildings and climatic peculiarities of the territory.
